Turning the tide toward accountable governance at Seattle City Hall

Seattle City Hall, explained plainly: tracking legislation so you can make a difference.

CB 121283 creates a capped permit; CB 121280, and 121281 rewrite the definitions governing impoundment and RV storage.

If the bills pass as amended in the Public Safety Committee last month, HSD would conduct a one-time census of motorhomes and travel trailers parked on Seattle right-of-way and the registered owners would be eligible for a permit allowing overnight parking only within an assigned Geographic Service Area in an industrial zone. Unpermitted vehicles would be allowed two hours of street parking and no overnight parking and would be subject to impoundment without notice starting July 31, 2027.

THE THREE BILLS

  1. CB 121280 - Junk vehicle bill - revises "junk motor vehicle" definition, governing impoundment eligibility
  2. CB 121281 - Zoning bill - redefines "recreational vehicle," "outdoor storage," "flexible-use parking," clearing zoning for storage/safe-lot sites
  3. CB 121283 - Permit bill - creates the permit; sets the two-hour/no-overnight limit for unpermitted RVs; authorizes towing without notice as enforcement begins July 31, 2027

Spin

"Motorhomes and travel trailers without a permit will be limited to parking on city streets for two hours at a time" - framed as a structure replacing an approach that "isn't working."

Reality

New regulations mean nothing without enforcement and many Parking Enforcement Officer positions are already vacant.
