CB 121282 doesn't appropriate $5 million in new money - that figure ($3.5M ongoing, $1.5M one-time) was already in HSD's Addressing Homelessness budget from 2025–2026. The money this bill moves is $216,000, transferred from HSD to SDOT for IT updates and half a year of a new Permit Technician's salary. The bill creates 8 new permanent full-time positions - 7 HSD Counselors, 1 SDOT Permit Technician - none of which sunset. CB 121279 expands FAS's lease authority for encampments, RV storage, and driver respite areas. Res 32216 is the non-binding resolution tying the package together and stating its goals.

The $5 million is not new money. Central Staff says the funding already existed in HSD's budget before this legislation. CB 121282 mainly reallocates and re-provisos existing funds, while transferring $216,000 from HSD to SDOT for permit administration. The fiscal note states that the bill "does not have financial impacts to the City" because it shifts existing budget authority rather than appropriating new citywide spending.

Eight new permanent FTEs, no sunset, against a looming deficit. The fiscal note lists 7 Counselors (HSD) and 1 Permit Technician (SDOT), all full-time, with "Does it sunset?" answered "No" for every position. This is standing headcount added with no term limit and no built-in review point, arriving as the city separately faces a projected 2027 shortfall.

Success is defined by activity, not outcomes. Asked in its own fiscal note what methods will track progress, the answer given is "the number of permits issued and number of persons entering into shelter programs." For the resources it will take to implement this plan, we should aim higher than simply getting RVs and their residents off neighborhood streets and commit to metrics that would show whether anyone's circumstances improved to the point that they don’t need to live in a motor vehicle/RV. To us, this is a very large bandaid on a problem driven in large part by addiction and would be better addressed by a more earnest effort to get people into rehab and other supports they need to secure more stable, humane living conditions.
