CB 121283 creates a capped permit; CB 121280, and 121281 rewrite the definitions governing impoundment and RV storage.

Unpermitted motor homes and travel trailers get two hours of street parking and no overnight parking, enforceable by impoundment without notice starting July 31, 2027. A permit allows overnight parking only within an assigned Geographic Service Area in an industrial zone and is available only to people identified in a one-time HSD census before the cutoff. Miss the census, no permit path, regardless of when vehicle homelessness started.

Stakes

Who gains: people counted in the one-time census and granted permits get legal overnight parking in designated industrial-zone areas while awaiting shelter. If this passes as written: owners of motor homes and travel trailers could gain a formal permit pathway; parking and traffic enforcement staff will apply new rules; neighbors and businesses will see how permits affect street parking and use.

Reality

Permit conditions (Sec. 11.23.170.B.2) cover plates, VINs, noise, trash, group size, pets - nothing on treatment, sobriety, or job training. CB 121280 and 121281 build the enforcement infrastructure making impoundment operable at scale for everyone without a permit.

The ordinance (CB 121283) amends Seattle Municipal Code sections 11.14.350, 11.14.660, 11.16.120, 11.23.440, 11.30.040, and 11.72.070 and adds sections 11.14.672, 11.72.071, and 11.23.170. It was introduced and referred to the Public Safety Committee for review.

No behavioral conditions tied to the underlying problem. The permit-conditions list in CB 121283 (Sec. 11.23.170.B.2) requires a displayed license plate, a visible VIN, noise-ordinance compliance, no groups of five or more, supervised pets, no trash or gray-water discharge. Staying enrolled with a caseworker keeps the permit; the only thing that revokes it outright is turning down shelter or housing offers six times. Nowhere is substance-abuse treatment, sobriety, or job-training participation a condition of getting or keeping a permit. The legislation formalizes vehicle residency without making the "pathway to housing" it's named for contingent on addressing why that residency exists for a lot of the people in it.

HSD's own contracted outreach network decides who gets counted. Eligibility runs through "the work of the Human Services Department to establish a one-time census," and the permit application itself is filed by HSD or an affiliated service provider "on behalf of" the individual - not a direct application. The same outreach contractors funded elsewhere in the package are also the ones determining who makes the list that determines permit eligibility.
